Current flows from higher voltage to lower voltage...when you move along the direction of the current, voltage decreases and hence change in voltage is negative(i.e. voltage drops) ....when you move opposite to the direction of current voltage rises and hence change in potential is positive(i.e. voltage rises).

In figure voltage rises when you move from a to b and it drops when you move from b to a.
Va - Vb = + iR
Vb - Va = - iR
